PRIORITY THREAT: INSTREAM FLOW
Instream flow is one of the six priority threats in the Alabama Water Agenda. The exceptional drought we are experiencing in Alabama has only emphasized how unprepared we are for competing demands of our water resources.
The term "instream flow" is not simple to explain, as it involves many aspects of the management of water quantity. The instream flow fact sheet describes the impacts to our water resources and some basic concepts of a comprehensive water quantity policy.

The Alabama Office of Water Resources (OWR) is the state agency tasked with the protection of our water quantity. The OWR is housed within the Alabama Department of Economic and Community Affairs and can be found online through the main ADECA website www.adeca.alabama.gov. The Alabama Water Resources Act (Ala Code 9-10B-1 et seq) establishes the OWR and the Alabama Water Resrouces Commission. A listing of OWR staff and AWRC members can be found on-line.
